Sounds like an attorney needs to sort through all this. If your water was turned off for 3 months due to negligence of the landlord, then the property should have been deemed as unlivable during this time.
When was the 30day notice to vacate given?
3day notice to vacate this morning and what was the reason?
Can you prove that you are current on your rent? I have never heard of someone only paying half a months rent unless it was approved in writing by the landlord.
The police say you paid till the 18th if December? That should need to come from a judge as the police are there to uphold the law, not dort out the details of a rental agreement and how it's written (to many variables for the police to handle in the field).
You have no heat is again, another reason to make it unlivable and may be why the 3day notice was given.

Andi1..Your issue can't be answered on a web page, its hard to understand exactly what your saying seems to be much more to this problem your having..To save money start with the the social services department in the county of the state you live in..Health and human services it might be called..If you can't find it in your phone book call any government agency in the county or state you live in they will know the phone number..There seems to be more to this than your saying..You have (renters rights)..Call them first ok?..Don't wait, call them..
