Www.teachnology.com  is an awesome website for teaching resources.  I love the rubric maker.  I tried a search for ESOL students.  There were some results but it was only for strategies and teaching tips.  Maybe, with the knowledge that you already have concerning these students plus the Language Arts rubrics from this site, you can create a rubric of your own that will meet your needs.

I can understand your situation. It is very difficult to create a curriculum for ESL students. It is because English is not their primary language and we need to choose those books and course work that matches with their culture and language and yet makes them proficient in English.
