My Dog Has Really Bad Conjunctivitis. It Came On In 1 Day. His 3rd Eyelid Is Up And I Can Hardly See His Eye. Left Eye Is Worse But Both Seem Effected. Could This Be An Allergic Reaction?

With allergic reaction the skin surrounding the eyes swells, other facial swelling of the muzzle and lips is common too.  Most dogs become itchy if this is an allergy. 
It sounds like this could be conjunctivitis-a superficial infection of the cornea (outer surface of the eye).  This is not contagious between dogs or to people.  Conjunctivitis can jump between eyes in an individual dog. 
This dog needs to be examined by a veterinarian.  They will make sure both globes are intact.  A Fluorescein stain will be done to make sure the corneas are intact and not scratched.  Then appropriate medication will be prescribed.

Put a warm tea bag on his eye and that should help. put it on three times a day. And i would go to the vet so this don't get any worse as you can catch this too!!! And it will get worse if not treated. Please go to the vet asap. If you can't then try the tea bag. It really works!!!

Regardless if it is an allergy or something contagious, it sounds like your pup must be miserable & requires a vet's attention for an eyewash or medicinal ointment.  good luck.♥
