It is difficult to recommend a 'best time' to lay a path. Ideally it should be done when the ground is very wet and not too cold. It may be a little late now for this year, because frost has already started to set in and this will make the ground cold and hard.
The worst time to lay it is undoubtedly in summer when the ground will have dried out and will be difficult to dig, plus the weather will be very hot for digging.
You may be better to plan to lay it in March or April, just as the frosts ease off and the ground starts to warm up again.
If you are laying the path in the middle of a lawn (or even at the edge of the lawn) remember to lay the paving slabs just below the surface of the lawn, so that when cutting the grass, the mower will just glide over the paving slabs.
