This is utilites fraud if landlord knew about it. Even if he didn`t know about it and prior tenant rigs the utilites to go like that, it is still landlords responsibility. My last landlord was a general contractor and had my water heater hooked up to a studio downstairs and to the garage where I was paying for his daugher to wash her clothes. I had no access to either place. My lawyers are asking for all pg&e to be refunded since no way to know now much was theirs and how much was ours. I paid for electric kitchen stove and frige in studio too I believe. My lawyers are asking for triple damages as well, often given a cases of fraud like this. It was purposly done. Plus 10% interest for the 10 and a half years lived there. Once they racked up $800 total for 3 months from heating apartment up with their stove. While my husband and I froze because we couldn`t pay these high bills.
