Fushia City the Safari Zone. Go in the safari zone and find the gold teeth and give them to the guy located somewhere outside the safari zone he talks weird. He gives you surf. Or it was you talk to someone in some building in the safari zone (notice this is while playing in the zone) and he gives it too you. All I know is that if you follow both things I said you will get Surf and Strength.
