Your only chance in the above situation is getting all and the correct information from your parents. You can ask them all about the adoption process like, Where were they living at that time, who were the adopters, whether they gave the kids to an institution, a couple or a couple through an institution etc. Then you can try to find that couple or that institution. Only complete information from your parents can help you find your siblings.

No, actually, if you can afford it, hire a private investigator. They have access to many more resources than you ever could. It's a shame that your father or stepmother won't give you the information (and peace of mind) that you so desperately need.
