    Well T+3 model can refer to quite a few things, since you haven't specified I will assume that you were referring to the T3 form of telecommunication service.

    According to telecommunication, T-carrier also known as T-CXR basically is a generic designator for quite a few digitally multiplexed telecommunications carrier arrangements initially created by Bell Labs and was used on a large scale in North America, Japan and Korea. The central unit of the T-carrier system is the DSO, which posses a communication rate of 64 kbit/s, and is frequently applied for one voice circuit.

    The E-carrier arrangement, in which 'E' symbolizes European, is irreconcilable with the T-carrier and is applied in nearly all parts of the world outside North America, Japan and Korea.
