This is not as simple an answer as you might think. The possible answers are:
12, 13 or 14. My answer is 13.

There are only 12 Apostles who followed Jesus through his whole ministry (John's Baptism to the Ascension into heaven). As you probably know, Judas betrayed Jesus and then killed himself before Jesus rose, but was replaced by Matthias who was with the group all along. But Paul, writing under the direction of the Holy Spirit, revealed himself as an Apostle when he said: "Paul, an apostle of Christ Jesus by the will of God" (Ephesians 1:1). This is how I can say 12, 13 or 14 are possible answers: If you persist in calling Judas an Apostle, and count Matthias and Paul, there's your 14. If you do not include either Judas or Paul, there's your 13. BUT, if you are talking about the 12 who will sit on the 12 thrones and judge the 12 tribes of Israel ... There are only 12.
Jesus knew from the beginning that Judas would betray him. In Matthew 19:28 Jesus said: "I tell you the truth, at the renewal of all things, when the Son of Man sits on his glorious throne, you who have followed me will also sit on twelve thrones, judging the twelve tribes of Israel."
In the book of Acts, it is told that Peter revealed that Psalm 109 "May another take his place of leadership" (verse 8) was referring to Judas. In Acts 1: 21-22 he went on to say that the one who would be chosen had to have been with them during the whole of Jesus' ministry, from John's baptism to when Jesus was taken back up into heaven. They then asked the Lord to show them who should be named in the place of Judas, and by a drawing, Matthias was chosen. So clearly when Jesus spoke about the 12 in the verse above, about sitting on the 12 thrones, he knew that it would be Matthias and not Judas.
Now, we know that Paul revealed that he was an Apostle by the will of God. That cannot be disputed. But he will not be one of the 12 on the 12 thrones. In spite of this, he is still an Apostle.
The correct answer is 13 (but most people you ask think the extra is Judas ... It's not).
