You need to go to the spear pillar (top of mt coronet) and get through the distortion world then you can get into the 8th gym.

Enter the distorted world and defeat or catch garatina. You'll have to battle team galactic on the way. After you'll be able to exit the world. Next head to Pr. Rowan and show him the garatina then you are able to go the the eighth gym
