'Gar nicht zwinkern' means 'don't blink at all.' 'Gar nichts (zwinkern)' means 'Nothing at all (blink or wink.)' I would guess it is a kind of jokey message, eg in an email? Hope this helps.

Gar nichts means "it's nothing/that's nothing". Sounds likely someone tacked on "winken" at the end of a post (in a forum maybe), which can mean a "wave" or a "wink" at the end of the post.
