Does A Declining HCG Level Mean A Miscarriage?

I had two HCG tests last week (one on Wed, and the other on Fri). The result came back with the second one lower than the first one (about 200+ points). The doctor suspects that I have a miscarriage. However, I have no sign of pain or bleeding. Can this still be a normal pregnancy?

    The amount of HCG in urine and blood is indication of pregnancy. In the first 16 weeks of pregnancy the level of HCG remains high. After this period decline is started and in late pregnancy the HCG test become negative. In the beginning of pregnancy level should be high. I advise you to start taking injections of HCG if you are still pregnant.
