Two reasons: 1) they had to march a lot; these were the days before trains, planes, helicopters, and automobiles. If you had to move an army, you either needed a heck of a lot of horses or relied upon good weather and terrain and the hard soles of Roman footwear, and 2) that was the only kind of shoe mass produced in the Roman Empire.
