Well the international sites for Japan and China are for the people who live in Japan and China. But the site in English is for the people all over the world. You might be amazed to know that our English site is also regularly visited by British people, American people, Indian people, and Pakistani People as well. So it has an English perspective all the time.

Actually the blurtit website is developed by UK company. As you know English is the mother tongue of UK so what you see on www.blurtit.com is purely originated from UK and everything text is in English. The web pages on www.blurtit.com are for all the countries because English language is known by every country in the world. It is international website for UK and rest of the world.
