Under What Circumstances Does A Prime Minister Make A Ministerial Appointment?

When making a ministerial appointment, the Prime Minister has to exchange resources with one or more minister(s). They have specialist skills or political authority which makes it difficult for the Prime Minister to override them. Additionally, it is possible that ministers may build coalitions or threaten to resign, and therefore, by mobilising their resources like this, they can defeat the Prime Minister. All these points, based on trust, have to be taken into consideration before a PM can appoint a minister for a particular role in government. The Prime Minister may appoint ministers so that they can achieve a desired result in a particular decision making process.

From time to time, Prime Ministers reshuffle their Cabinets. This might be necessitated by a death, illness or resignation from government. Alternatively, the Prime minister may want to weed out incompetent or unpopular ministers, alter the balance of views in the Cabinet, or to discourage the formation of alternative power bases. Many aspects have to be considered before a reshuffle can go ahead.
