Creditors contact a collection agency only after they have themselves tried to recover the debts and failed to do so. A collection agency is a full fledged business though they at times are infamous for indulging in threats, harassment, and coercive tactics.

But there are remedies and laws to prohibit and stop certain activities and if these agencies do not adhere to these laws then they would have to face lawsuits and regulatory actions. The collection agencies can legally try to recover debts by the means of letters and phone calls. They can report the items and recommend a lawsuit or sue within the legal limits.
