You can't say that it is cruelty because leaving a dog free when it bites is dangerous and at the same time it is getting accustomed to the fact that it should always be chained. If it is a puppy then it should be allowed to be roam freely, there has to be some restrictions for the pet. Cruelty is when you beat it when it does not obey your orders and being chained is teaching it some practice as it understands that it has to get used to the place along with the eating habits .As we feed the dog its food, it waits for the food to be kept in one place instead of feeding it in different places. This habit is applicable to only a few breeds. Some breeds are just meant to guard the house but dogs like pugs and pomerians are really delicate. They should be looked after carefully but strictly.

Dogs are pack animals and do not do well isolated. They can accept humans as their pack but being chained up and alone is the worse possible abuse of a dog. Yes, there are some breeds of dogs that are breed for being guard dogs. They should be kept caged or secure so they cannot harm any one. But even these dogs are happier if there are at least two together. People should consider the needs of dogs no matter how they plan to use them. Guard dogs are a legitimate help in guarding certain types of businesses. These dogs still deserve to be treated decently and their basic needs attended to including socializtion , nurture along with proper nutrician.

Yes, continuous chaining of a dog is wrong. They cannot run except in certain directions, and they have no interaction with other animals. A lonely dog is a vicious dog. When dogs bite people, it really is the fault of the owner for not taking proper care of the dog. You can keep a dog chained in the backyard when you go somewhere or something, but the better practice is when you are home, let the dog run free in a fenced yard. Provide toys or another dog, or hey, go play with your friend! They love you, but food is not the only thing they need.

Chaining a dog as a means of restraint is not wrong if the chain is set up correctly, housing is provided, the area is kept clean and the dogs needs for food, social interaction and stimulation are met. Chains need to be kept on swivels so that they do not tangle or bunch up and multiple dogs should only be able to cross noses - nothing more. Dog houses should not be too large and should be lined with clean straw. Water needs to be supplied regularly in cold temperatures as it freezes.
The problem that makes people angry is that chaining, in many cases, is accompanied by neglect and the dog's above needs are not met. Dogs kept on chains must have someone home the majority of the time to keep an eye on them.
Some breeds of dogs cannot live outdoors. Use common sense.

Both of these people should not be allowed to have animals, someone should chain them to a Dog house for a day or so and see how the frustration works out. What the .......
FYI - we breed Dog and we refuse to sell to anyone like you, we only sell Puppies to Homes with fenced in backyards or Kennels where the Dogs can run free. You should be ashamed of yourself to think that this is OK behavior.
Tie your children to a chain out back and see how that works for you, but hey as far as I am concerned hopefully you are blessed with the gene that won't allow you to reproduce. I hope this gives you Food for Thought. Animals have Feelings too.
