The Secretary of Defence during the Presidency of President Jimmy Carter was Harold Brown. He was in office from the year 1977 to 1981. Harold Brown had also been the Deputy Defence Secretary under Lyndon Johnson and had the Secretary of the Air Force as well.

While in his job as secretary of Defence Harold Brown worked towards the Camp David Accords. He was also part of the negotiations taking place with the Soviet Union regarding the SALT II Treaty. He was preceded in office by Donald Rumsfeld and was succeeded in office by Casper Weinberger. On assuming office Harold Brown carried out Carter's policy of streamlining and reforming the different government departments by implementing these policies in the realm of the Defence department; albeit to a limited extent. He was also the only scientist to have become the Secretary of Defence.
