There's nothing wrong with writing a series before you have a publisher. The only problem is that you may be putting all your efforts into writing these books without the certainty of whether or not it will actually go anywhere. If you don't get a publisher, then there is always the self-publishing route, but this will be very time-consuming and very expensive if you plan to self-publish a whole series.

By all means write the series before sending anything to a publisher, but it may be a good idea to write just the first book, submit samples to a publisher and then see what the publisher thinks about the first book. The thing is, publishers like to know that a book is going to be a best seller before they are prepared to take on a whole series.

J.K. Rowling planned her Harry Potter series out before she sent the first instalment to the publisher, and even then some people thought that it was presumptuous for an unpublished author to have planned out a whole series before submitting anything to a publisher.

If a publisher likes you first instalment enough, then they will want the whole series, and you could always write the rest of the series after your first book has been published.
