Did The Electromagnetic Wave Propagate In The Water?

    Only VLF (Very Low Frequency) electromagnetic waves can propagate through water.  Submarines use VLF when submerged, or have to raise an antenna above the water to communicate.

    VLF is defined from 3 kHz to 30 kHz, and is still an electromagnetic wave, even though it has frequencies that are similar to audio (compression waves).   It will not propagate very deep (no more than 10 to 40 meters below the surface).
