It is legal in some places, in small doses, for one's own personal use. But not (generally) in the UK or USA, or most English-speaking places.
The problem is the huge number of question marks over its safety (read more).
"But that's not worse than alcohol or tobacco", you may argue. And you'd be right.
But alcohol and tobacco use are much more strongly ingrained in our culture, and we know (from US experience) that prohibition on these won't work.
"Prohibition on marijuana isn't working", you may argue.
And you may be right. Or you may not.
No doubt if alcohol were invented today as a recreational drug it too would be banned. Do we really need another substance as potent and damaging as alcohol to become mainstream?
Bottom line is, few are brave enoguh to push for legalisation. In the meantime, a strong and loud group are very fearful of it. Most people are comfortable with the risks they know (alcohol, tobacco), and scared of the unknown (if marijuana or other drugs were legalised). So the average person prefers to have no change in the law. It's not necessarily a rational choice, but it feels safest in an environment of fear and uncertainty.
