You have not given complete details of the all the signs of illnesses that your dog is showing. Anyhow, If your dog is having runny nose with clear fluid without any other symptoms like sneezing, bloody nose, shortness of breath, panting etc then no need to worry. If your dog is also having these or other signs of illness then visit to vet is necessary. Many conditions like:

    1) Rhinitis
    2) Sinus problems
    3) Upper respiratory tract infection caused by bacteria or virus
    4) Nasal irritations cause by allergy or foreign material
    5) Nasal tumors or nasal mites can cause runny nose in dogs.

Diagnosis of runny nose requires general examination, blood tests & nasal swab tests, x-rays or CT scan. Treatment depends upon underlying cause.
