A number of major cities known as global cities are situated in Europe from London and Paris to Berlin and Istanbul. The most populous city in Europe however is Moscow, the capital of Russia with a population of over 10 million (10,415,400).

Istanbul the capital of Turkey is the second largest city in Europe with a vast population (10,034,830) though the city is itself is divided in two parts by the Bosphorus Strait with one part lying in Asia and the other lying in Europe. London is the third most populous city in Europe with 7.5 million inhabitants.

It is difficult to rank cities in terms of their population as most cities do not take in to consideration the population living in the metropolitan areas and the suburbs which lies under different political jurisdictions while other cities consider the population as a whole within the area designated as lying under the city limits. For example the City of Paris has an estimated population of 2,144,700 while Paris including its urban areas has a population of almost 9.9 million.

Ankara is the capitol of Turkey, not Istanbul. And Turkey is not in Europe. Only a tiny portion of the country lies within the boundary of Europe. It is primarily in the middle east.

Istanbul is on the european side and much closer to Paris and london than Moscow which is really in Asia. Also you asked largest cities in Europe not the capital cities. Please do not give arbitrary answers.
