Sounds like their is one or two other things you need to do better first!
My favorite trick is what I call cookie breaking them. WARNING NO CHOCOLATE OR CREAM FILLED! AND WATCH SWEETS MAKE THEM WANT TO BITE! Oatmeal is my favorite. First start feeding them and back up a little, the horse will love this game, and talk in a gentle voice all the time. It doesn't matter what you say, they can't talk, but know love! And after the cookie trick he will love you! You win the heart and they'll GIVE YOU THEIR SOUL! Then stop the cookies and back up and pet him when he comes, a few times a cookie. Then call him and if he comes a cookie! Next a lead rope an click your lips while going forward a few steps, the WHOO, if he stops a cookie later stop the cookies, and keep it up. Days of this THIS IS VITAL! WARNING NEVER HOLLOWER OR SCOLD ON THE GROUND! Keep talking! Once that is learned drop the lead rope and walk away, same thing! REPARTITION!
After the first day break the cookies in 1/4!
Amore your lucky for back up is harder to teach and he knows that!
I do this as a foal!

I had the same issue when I was training my horse.

Try training him with someone else helping you. You ride, the other person is on the ground in front coaxing with some form of enticement (food). Loosen the reins when you are ready for him to move forward (have a verbal command you will use and possibly a nudge in the ribs gently) while your training partner holds out an incentive (carrot, apple, grain, etc.)/ This command then gets associated by your horse with the reward.

They are as many reasons for this as answers. If the horse is just being started what i do is lunge them with the saddle on so that they get used to moving with the saddle first, when they are happy going forward carrying a saddle the next step is to teach them to move off pressure on the side (where your leg will be) i do this on the ground, first i have a lead rope on them and i stand next to them without eye contact and gently apply pressure with increasing force untill the horse moves forward or sideways, if it moves backwards the pressure is continued and the lead rope will come into action to assist with forward movement. Any forwrd movement needs to be rewarded they don't have to take a step just moving the body forward at first is good. The reward is stopping the pressure and a pat not food! You may need to put a lot of pressure on the first few times but if you stop the moment forward movement is detected you will find after five or so times the lightest pressure will move them. The same process needs to be done from the walk to the trot but may be hard to do on the ground if you are not used to it. The basic thing with training any horse is to nag it untill it gets it and then stop for a minute and reward with pats or scratches what ever your horse likes best, nd then ask again. If you want to train from on his back try to move his head to the side and often the horse will take a step in order to keep his balance, you can assist by using your own weight to off balance him. The same rules apply ask him to move forward with your leg pressure and when he does stop and reward.

I would not recommend bribes you will spoil the horse too much if your horse is halter trained then work on bending the neck its a muscle relaxer so the horse is not stiff then work on hinds away. You only give treets at the end of the lesson that way the horse looks forword to training and that small treat that makes a difference.(an inch of carrot or small handful of oats)

Sometimes a horse wont move forward cause he's not used to the saddle or the saddles to heavy for a two year old you should use a saddle that is less than 35 lbs he feel like if he move it will hurt him so just show him that it wont hurt him
