They need finances for their equipment like tractors and harvesters, seeds, pesticides and other things. When an economy is more dependent on agriculture then banks are the main source of finance for the agriculture sector. The governments of these countries often impose a restriction on these banks that they have to provide a certain percentage of funds to agriculture. So banks are important because the provide funding to the agriculture sector that generates revenue for the country.
