It's not automatic. A US citizen can petition for a foreign spouse, but while waiting the spouse must live outside the United States. You, as the petitioner, will have to establish a bonafide marriage and financial means. Your spouse will probably have to have a criminal background check in her or his home country.

She or he would have to go back to her/his home country and then you can petition your partner under a fiance visa to marry in the US. Then after 3 years she/he would get US citizenship
