Is It Normal For My Painter Turtle To Sleep At The Bottom Of The Tank With Out Coming Up For Air For A Long Time

Yes, painter turtles are diurnal. They often sleep at the bottom of their pond if they are living in their natural habitat. They can easily get required oxygen even out of water, while staying at the tank's bottom. So no worries if yours does the same:)
