I will not tell you what to do because you know deep down what you should do . You know it is a illegal move from them ( Fraud ) .

The legal guardian of that minor - usually the parent - would be legally responsible for the bills. They may have a good reason to list the minor, such as building up a good credit history for the child. It would be up to the electric company to question the action, and they probably don't care as long as the bills are paid.
