Can I Lay Tiles On Top Of Red Floor Paint?

      You would be taking a chance.  There probably won't be a bond between the tile adhesive and the floor.  It could cause tile breakage and cracking.
      You don't say what is painted.  If it's wood, you can put down a backerboard with screws (glue wouldn't work in this case) and it will create a great bond with the tile adhesive.
      If its concrete, you can remove the paint or put down backerboard but it will be a big job getting it tight to the concrete.
