What Are My Rights When Landlord Will Not Fix Things?

Well keeps going out--have to keep getting hotel room. Elec. Is messed up--have lost a freezer full of meet. Heater vents in house not run right, was checked out by power co.--landlord wont fix and elec. Bill sky high as cant heat house right.
