Can A Landlord Evict A Tenant For Nonpayment Of A Water Bill?

My daughter pays her water bill directly to the apartment office; although it is billed by the city water company. She is 1 week late; and received an eviction notice to vacate the very next day. Is that legal????

If she signed a contract that states that, then yes it is legal. If it is not in the contract then I would thing that the apartment office is going over the line.
