Why Was George Washington So Overwhelmed When He Became President. What Did He Need To Create?

The colonies were fighting to break away from the British crown and wanted to become an independent nation. He was named the commander-in-chief (at the head of the US forces). Then he had to help create the United States Union with the different states in it (originally 13) with many others deciding not to join right away.
