Depending on how old the baby is, you should use a wet paper towel. If it hasn't left the nest yet, then you need to leave it alone. Hope this helps.

Use a moistened cloth that doesn't leave lint. Check to see if there is a draft that could have caused a cold in its eye.

The baby hamster needs to be seen by a veterinarian.  It sounds like only one of the eyes has been affected and this is a new problem.  Even when hamsters are at an age where the eyes are not open they should not be crusted severely.
The veterinarian will examine the eye to look for infection or trauma and treat it appropriately.
Before the appointment you can loosen the crusts with a soft cotton ball and warm water but the crusting will return until the underlying problem is addressed and treated.

Try putting a warm tea bag on its eye.
