The local authority or municipality is responsible for allotting parking space to a particular area or a place. Some parking lots are private and are on privately owned land. For example, a privately owned bar will make a parking lot on land that has been purchased by the same individuals.
However, even privately owned parking lots need permission from the local authorities to build the parking lot. Most of the time, a parking lot made in a particular area is specially for the members of that institution or their guests, like a business enterprise, government office, apartment building etc. Maximum and minimum standards have been set for parking lots in different countries. In UK there are maximum standards for parking lots which make it difficult for people to buy parking space; this is to discourage car usage for environmental reasons.
