    The first step in designing a reward system is to establish a clear link between what people are rewarded for and organization's priorities. Be careful when you are offering money or recognition for employee suggestions. This can lead to conflict rather than the cooperation. Individuals and groups often end up protecting their ideas. The suggestion systems separate idea generation from its implementation.

      I have a friend who used a consulting company called the thepivotalfactor.com for doing that.  She said she was pretty happy.  I doubt they will post a how to here, but if you end up going the consultant route, try their business consulting site.
