Can Tick Bites Itch And Cause Small Red Area/rash Without It Meaning Lymes?

I had a tick in between my toes and after I took it off, the next day and still a week later, it was extremely itchy, red, swollen. Now it is not as itchy, but circle raised red area, hard, with whitish center. Could it be related to lymes or is this normal for a tick bite?
