This Question Is Answered:
How Do I Remove "smudges" From A Photo In Photoshop?
I know the lens was dirty when the picture was taken. I have tried Unsharp Mask and it doesn't seem to help. Is there another way to fix this Photo?

It very much depends on where the smudge is. Its easy to fix if in an area of relatively flat consistent colours; its then easily cured by 'cloning' from somewhere close that has the same tonal range. However, practise with this tool and with a hi-res image you can perfect this technique and cure most issues that require retouching
