I have never heard of taking a stool sample to the vet to have your cat fixed. I have all of mine fixed, I don't believe in unnecessary breeding, when so many of them are out there freezing in the winter, being hit by cars, and just being put to sleep.
Anyhow, the SPCA does it cheaper than a veterinary office, and the shots are cheaper too. They might tell you that the cat has to be over 8 months old though, this they did make sure that I knew all the time.
