I want to know if licking is common behavior for a puppy, but I am mostly concerned about the licking himself after he urinates.

All animals lick their genital organs after urination if there is infection. UtI can cause irritation and pain while urinating. Licking you and other family member is normal but licking genitalia after urination is usually not normal. Take him to vet to diagnose any UTI.
