    Can A Landlord Put In A Hardwood Floor In The Apartment Above You Without Putting In Any Sound Insulation?

    In Los Angeles California can a landlord replace the wall-to-wall careting and put in hardwood floors in the apartment above mine without adding insulation to mute the added noise, like footsteps, furniture moving, TV/Stereo sounds, appliances, voices, etc.? Because it is noisier now and the tenants haven't even moved in!
