The word is an adjective that refers to something as being made of silk. It can also refer to something as being extremely sleek, soft, silken and smooth. It defines something as being very smooth; just like satin. When used to refer to a person's voice, it refers to as being extremely seductive and ingratiating.

The phrase to be silky can be said to refer to trying to be smooth and silky. Behaving or acting with smoothness and pizzazz. For instance an example of the phrase used in sentence structure is, "in order to succeed in the business of hustling people one has to be silky" or "he was trying to be silky to the boss and get the promotion". It seems that the phrase is used to refer to somebody putting on a kind of behavioural mask.
