You can get the passport(in other words citizenship) of your spouse's country if you are legally married. But different countries offer this facility after a specific time. In UK you now have to stay for 4 years after marriage in UK to apply for citizenship.

Yes, if you become a citizen of that country. Just getting married to their citizen does not make you a citizen or any other benefits of that country. And I don't think being a permanent resident of that country qualifies you for a passport, either.
Keep in mind that the country you become a citizen of may require you denounce citizenship in your original country.
Also, you don't want to have dual passports--at least not on you at one time, even if you have dual citizenship and are able to legally get the passports from two countries. This will make you seem suspicious if they happen to pull you aside for further searching, and will likely greatly increase the amount of time they hold you. Also, remember ports of entries really are "no man's land" where your rights are greatly reduced.
