From a security viewpoint, the answer is definitely yes. With no steering lock, bad boys, or girls, could, if they were so inclined, tow your car away. The likelihood of this level of pre-planning and determination to steal is probably fairly remote. In practice, neds are opportunistic and in all likelihood wouldn't think to look for the ignition barrel between the seats. They would fairly quickly move on to easier prey if, indeed, they even gave a second look at car as old as a classic Saab 900.

The most common fault with the ignition lock mechanism is the relay, so try replacing this first. It could also be that a previous owner has, for some reason or other, disabled the locking mechanism or it is broken. Either way, you really want to get the reverse gear locking mechanism working again or invest in an alternative security measure such as an immobiliser. The Haynes manual barely touches on the locking mechanism, so a trip to a Saab dealer may be required.
