Our Cats Tail Does Not Move Any .It Does Not Seem To Hurt Him Much. We Have No Reason For This To Happen?

He has probably broken the bone in his tail, and damaged the nerves as well, hence the lack of pain. If he goes outside, the likeliest cause is a near-miss by a car, that just whacked his tail.
At the very least you need to observe his tail carefully for signs of gangrene. Ideally you should take him to a vet.
