I Have A Factory Finished Table That Has A Sealer On It, Can I Paint Over It With Flat Latex?

If the sealer is polyurethane, suggest you prime first with a primer for slick surfaces.
Also recommend you dull the surface by lightly sanding it before applying the primer.
Latex based paint will not stick/adhere to polyurethane.
Polyurethane is either shiny or has a slight sheen to it and is slick to the touch.
Zinsser brand primer for slick surfaces would work well.
