The required amount of food stuffs & materials that the City of Rome  was too great. The welfare state to feed and entertain the Populi was too far out to the edges of the Empire. The German tribes had been providing the leadership and soldiers for the last hundreds of years because the inner Empire residents were too lazy or not worried about working but only about living the life...no cares...no responsibilities. The "Fat" Cats were gathering all the plunder, material goods including huge estates and vacation homes by way of the Legions defeating all the lands out there!
