Poor pup, this is probably a safety zone thing, he most likely thinks that if he goes in circles that he won't bump into anything. You might be able to find another dog that can lead him around with a leash. Hope this helps.

Iv got a blind dog she does the same thing you could try to help it stop turning or somthing.sorry this is just a guess
