You can purchase the material in meters depending on the size of the bag you are looking at. Next you will need papers, scissors, needle and thread and sponge. You will also need to pick another material for the inside part of the bag. This material colour should be same as the other one. For example if your twill is black and white then you can have the inner material as black.

To start with first on a huge paper cut out the shape and size of the bag that you are looking at. Do not cut the handles so soon. Next the shape that was cut out on the paper, place it on the twill black fabric and cut the fabric in exactly the same shape. Now cut the inside material also and began to stitch the one twill black fabric and one of the inside material together. Do the same for another one.
