You could do some homemade decorations and I would avoid finger foods they really cost depending on the number of guest you will have. The Baby Scramble game is a good game as well as maybe a raffle prize or place the word baby under a chair and the person sitting in that chair wins a prize, also if you  don't play so many games you cut down the cost of prizes and the items required to play the games hope this helps....
