Obesity in scientific terms is a condition when the percentage of fat in the body is higher as compared to muscle taking in to consideration one's height, gender and age; the BMI (Body Mass Index) of an obese person is above 30 while that of an overweight but not obese person is between 25 and 29.5; the BMI of a person is calculated by dividing one's weight (in kg) by one's height (in meters).
If one weighs more than 20% of the ideal body weight prescribed for one's height then one can be potentially obese though there are several other determining factors. Each person is a unique individual and the ideal weight for each person is different taking in to consideration one's activity level, the climate and race among others.
Also a better indicator of whether one is obese or overweight is in relation to one's feeling of well being based on one's medical history and if a person has been overweight or underweight since childhood but has not had any health problems then one should not be overly perturbed regarding one' weight.

Obesity is a medical condition, some times you can't fix it because they might have another medical condition that effects it but some people are luky and they can.
